Waste Management Reform in Temanggung: Development of the Integrated Waste Management Facility (TPST) Sanggrahan Commences
Temanggung, November 19, 2025 — The Temanggung Regency Government is advancing its waste management reform agenda with the initiation of the development of the Integrated Waste Management Facility (Tempat Pengolahan Sampah Terpadu/ TPST) Sanggrahan. This modern facility is set to become a cornerstone of the regency’s integrated and sustainable waste management system.
Sanggrahan TPST to Be Developed Through the SWM-SUD Project
The Regency’s strong commitment to addressing waste challenges was demonstrated during a working visit by the Ministry of National Development Planning (Bappenas) and the United Nations Development Programme (UNDP) Indonesia Country Office, received directly by the Regent of Temanggung, Agus Setyawan.
Through the Sustainable Infrastructure Programme in Asia (SIPA), the stakeholders convened a Technical Discussion to Review the TPST Sanggrahan Feasibility Study (FS) Document on 19–20 November 2025 in Temanggung. This activity marks a strategic milestone in ensuring the readiness of the TPST Sanggrahan development, which will be implemented under the Solid Waste Management for Sustainable Urban Development (SWM-SUD) Project.
Local Government Prepares Institutional Framework and Budget Allocation
Regent Agus Setyawan emphasized that efforts to develop comprehensive waste management solutions have been underway over the past three years, including preparing the TPST development plan and strengthening waste collection systems using village funds.
“We are committed to utilizing the regional budget (Anggaran Pendapatan dan Belanja Daerah/ APBD) to support this waste management project. We have allocated an operational budget amounting to IDR 13.9 billion per year,” he stated in an official remark.
The Temanggung Regency Government has also completed key administrative and regulatory preparations and is planning the establishment of a TPST institutional framework. The facility will adopt modern waste processing approaches to support the circular economy, reduce plastic waste, and utilize Refuse Derived Fuel (RDF) technology.
Bappenas and UNDP Reinforce Support Through the SIPA Programme
Nur Aisyah Nasution, Coordinator for Water Supply and Sanitation at Bappenas, noted that the discussion aims to identify key preparatory measures required to ensure smooth and sustainable implementation of SWM-SUD, supported by UNDP through the SIPA programme.
“We selected Temanggung as a priority location due to its high urgency and strong readiness to transition toward a more sustainable waste management system. The TPST Sanggrahan is projected to become a significant contributor to national efforts in emission reduction, circular economy advancement, and low-carbon infrastructure development,” she explained.
Throughout the site assessment activities, Bappenas, UNDP, and the local government conducted technical discussions, field visits, risk identification, and the formulation of recommendations to strengthen the TPST Sanggrahan Feasibility Study document.
Aisyah further highlighted the need for developing the Regional Waste Management Master Plan (Rencana Induk Pengelolaan Sampah/ RIPS), establishing a Regional Public Service Agency (Badan Layanan Umum Daerah/ BLUD), enhancing data systems and service zoning, optimizing waste retribution collection, activating the multi-stakeholder working group, and preparing cooperation agreements with potential offtakers.
“The improvement of retribution collectability, the establishment of the BLUD, and community readiness are expected to be in place before the construction of the facility begins,” she emphasized.
