Guidelines for Filling Out the Assessment Matrix v.1.0 (Only Available in Bahasa Indonesia)

The Guidelines for Filling Out the Assessment Matrix v.1.0 were developed to provide a standardized technical reference for evaluating the feasibility studies of waste management facilities, particularly Refuse Derived Fuel (RDF) projects. This guide helps ensure consistent interpretation among stakeholders by assessing both the completeness and analytical depth of feasibility study documents. It consists of six main chapters covering Regulation & Policy, Technical, Economic & Financial, Environmental & Social, Risk, and Institutional & Governance aspects—each with specific indicators and weightings to measure how well the documents meet substantive and analytical requirements.

The final evaluation method is based on two main dimensions: completeness and analytical depth. Scores are calculated through a weighted system that produces an overall feasibility score, categorized as Needs Improvement, Feasible with Revision, or Feasible. The guide emphasizes that a high-quality feasibility study must not only demonstrate technical and financial soundness but also regulatory compliance, economic sustainability, social and environmental acceptance, risk mitigation readiness, and strong institutional governance. It is designed to help local governments, consultants, and donors conduct objective, transparent, and consistent evaluations to ensure RDF projects are effective and sustainable.
