The Strategic Recommendations on the Review of Feasibility Study Documents for Waste Processing Facilities (TPST) report was developed to enhance the quality and consistency of feasibility study documents from 15 TPST locations across 11 regencies/cities. The review found significant variations in technical, institutional, financial, and sustainability aspects, making it difficult to compare and prioritize project development. Therefore, the report recommends the development of standardized assessment tools or matrices, a unified outline for feasibility study documents, and the adoption of mass balance projection calculations to ensure the long-term sustainability of waste processing facilities.
Strategically, the report emphasizes three key instruments to be strengthened, they are: (1) an Evaluation Matrix based on six criteria and 31 sub-criteria to ensure objective and measurable assessments; (2) a standardized Outline to maintain consistency and comparability among regional documents; and (3) a Mass Balance framework that projects waste generation and potential end products from processing. Further recommendations include developing version 2.0 of these instruments to incorporate Gender Equality and Social Inclusion (GESI), informal sector participation, and donor safeguard principles. Ultimately, the report aims to serve as a national reference for the preparation, evaluation, and implementation of TPST development that is more effective, transparent, and sustainable.
